The WSO2 integration platform
• A legacy system exposing data as a soap envelope that can be exposed as a REST API .
• It can pick data from a data file like Excel , XML , SQL and present it as a standard data sharing format like a JSON .
• It can pick data from a legacy system and present it as a JSON .
• It can secure packages to share data and services from less secure sources .
• API and data restructuring .
• Roles and user management to control access .
• Analytics to provide entities with a real-time view of data access .
Technical challenges related to the integration of systems have been addressed through the UgHub . An integration process that used to take months to complete to achieve the desired integration , now takes a few hours .
National Information Technology Authority-Uganda has observed improved turnaround in offering public services since all checks and verifications are done in real-time . For example , all public officers are now paid on time since the complete process of payroll processing is done online . It now takes 30 minutes to get a driving license from several days it used to take previously .
The government is reducing its operational costs related to public services . There is no more need for receiving , processing and archiving verifiable documents issued by the government . In other words , there is no need to attach a copy of the national ID when making any application , a national ID number is sufficient .
Private entities are also supported in real time for verification of information , which in turn reduces the turnaround time and ease of extending services to their customers . With ease in data sharing , new products are also coming into the market like express credit facilities , KYC as a service , among others .
Road ahead
National Information Technology Authority-Uganda , has achieved its primary goal of integrating and enabling government entities to seamlessly share data .
The next steps include :
• Integrate all the remaining government entities and
private entities required for sharing data .
• Facilitate strategic decision taking through provision of timely , accurate aggregated data , through reports and dashboards .
• Enhance cyber and information security though single-sign on using the identity server .
• Consolidate all government citizen centric services and implement the citizen service portal .
Due to the legal conditions around data usage and data sharing , and to provide access to data housed by the government to all private entities , National Information Technology Authority-Uganda is implementing an e-consent system . Through this system , subjects will have the opportunity to give consent before their personal data is shared .
